Assess your plan.

Google search is not as straight forward as people think. Ranking for the search term "business lawyer" is not your end goal. What you do want to do is target those long-tail keywords that people are likely to search, "ERISA Lawyer Florida" or "C Corporation Formation Lawyer near me".

Make sure you are reviewing your traffic and regularly updating your keyword target list.

Adjust and Repeat 

If you aren't able to rank for your specific keywords because of difficulty and competition, try researching some less competitive but equally lucrative keywords. Moz.com is a great resource for blogs about keyword targeting and they have some great tools to help you build your list.
